Here in Florida, anything that hangs over either end requires a red flag.  

 

Putting something on the bottom of the vehicle may cause problems if you have any hills to negotiate.  We have a wheelchair lift on the back of our van and any serious deviation in the plane of the road requires that I take extra steps of caution so as not to drag it or some portion of it on the pavement.  I often hear scrapping as I try to enter or exit a doctor's office parking lot.  My biggest complaint is folks who like to tailgate.  That chair cost at least $25K and if you hit it or the lift, then we are out of commission for getting the chair home and off the van.  I need to get some iron pipes that extend about 4' out the back in case some tailgater gets too close.
