The choice in the machine tool world is one dictated by the materials being cut and what one is cutting with. In the wood shop a Positive rake often ends up on the saw blades. On the lathe a positive rake can cause the tool to over-feed and jam. Hence the position of the rouge which has a positive rake the way it's usually held also calls for the thing to be rotated and often riding the bevel

In the wood shop a Positive rake often ends up on the saw blades. Unless it's a radial arm saw... Then you need a neg rake so the saw doesn't grab and pull it's self into the wood. Also a swing saw uses Neg rake.
