Newman said we were close but it was for drilling peg holes in a fence. The chain secures it to the beam and there’s an indexing cam at about the three o’clock position on this picture.

Large brace drill or a breast drill to power it....add a bit of the size you want to drill...Device will keep tension on the chain, pulling the drill into the work. This one is by Goodell-Pratt......about 100 years old. Eggbeater beside it is also a G.P. No.329.
