Could those "grabbers" have something to do with moving the "thingy" extending on the right side in this picture? The rusted clevis would have been adjustable, possibly attached to some further contraption.

I think that "crank" is an output arm vs an input. It's more like a pitman arm where it connected to some form of connecting rod.

I am thinking the solenoids engage or release that bar that goes all the way to the back. Perhaps one to engage and one to release the function?
