October 16, 20169 yr I would bet the gradient marked bobs are somehow used to measure depth of condensed water gathered at the bottom of the tank. Used a long marked wooden stick to measure the amount of gasoline left in a tank at the gas stations I worked as a youngster but can't recall how we determined how much water was at the bottom.
