I would bet the gradient marked bobs are somehow used to measure depth of condensed water gathered at the bottom of the tank.  Used a long marked wooden stick to measure the amount of gasoline left in a tank at the gas stations I worked as a youngster but can't recall how we determined how much water was at the bottom.

Lufkin has always been 'really proud' of their stuff. Not saying that their tools are not worth it, they will last a long, long time

The plumb bob on the tape reel, can you explain that reel? Is it a steel tape? What measuring system or markings are used? And how long is it, looks like 25'?
