While I have heard of decent associations, I would never take the risk. Too many are headed by folks who are more concerned about making themselves important than making a good neighborhood.

Well I guess those "noxious" fumes could have been cedar and they just don't know what it is

Well, it is California Rich.  Here's a thought.  He should continue until he is fined.  I bet he'd get more donations to pay the fines than he'd need.  My money is on him winning this.

The homeowners association may not have a case if he fights it. 


At law,  prolonged pattern of conduct between parties supersedes the terms of a written agreement.


So if you know this guy, you might let him know he has a very strong case if he chooses.
