Tim Grissom sent us (Tools and Trades History Society) these pictures of a tool his friend in the USA has. Suggestions for it's use have been: temporary nose ring for a bull; some form of twitch; some form of rope handler.  We think it is a heavy duty snap hook and may have been used either in boating or in farming for lifting hay or cotton bales.

A Pulley will have a hook to hang it up.....

 

An over head bar for the Pulley to be moved along

 

This merely connects the 2...

That way...IF you need the Pulley elsewhere...un-hook and place it where needed...
