Total beginner here and have never stained any wood before. 
Is it possible to get rid of the milky marks from this chess board table? It's veneer finish and I tried sanding it down lightly with 220 sandpaper hoping that it will get rid of them, but it didn't.

    It depends to some degree on what the original finish is.  It appears the white marks are blush from moisture, most likely on a lacquer or shellac finish.  Do some tests on limited areas

     

    There are several things I've used

    • white ring remover cloths.   These have an oil and very light abrasive.  I clean up the residual oil with a furniture polish like Guardsman, NOT Pledge
    • a blush remover spray
    • sometimes a cloth dampened with denatured alcohol and lightly padded on with a touch-and-go
    • sometimes a quick spray on touch up lacquer aerosol will melt into the finish and restore it
