i'd probably never get around to building that.

 

if i have to make some dowel, i've found I can get close with round over bits on the router table.  leave the ends square though.  3/4" dowel?  3/8" round over bit, 4 passes.  done.

you can download the PDF from our paywall protected website, then take that to the local Staples to have it converted to a 3 copy NCR version, then simply complete all 84 questions (all T/F), then mail in the 2 and 3 copies (keeping copy one for your records).  2nd copy goes to our HQ in Somalia, and 3rd copy to our processing center in Delhi.  Be sure to address both envelopes in the local language.  patiently wait 6-12 years for processing, and you'll have your refund in short order.  they only send cash, so you'll have to exchange Rupees for which ever currency you prefer.

I'll throw in another vote for roundover bits in a router table.  I had a student who wanted 2" diameter maple dowels for her shelf posts.   She looked online and couldn't find any longer than 4' long and she needed 6'.  She also was a little shocked on how much they cost.  We have a storeroom with a stack of 5/4 maple that was bought at a discount many years back. I knew we also had a 1"r roundover bit.  Took me 2 minutes to find it and another 2 to install it in a router table. The bit hadn't been used much if any as it made quick smooth work of that hard maple. 4 passes * 4 legs and she had 2" dowels 6' long.

This is the simplest method I've seen on dowel making.

In all honesty I'm flush with dowels at the moment.  I haven't had to make one for myself in 20 years or so. My local hardware stores have all the basic sizes up to 1", and larger sizes I find on the web. I have no problem waiting a couple days for a specific dowel I need to arrive. If I'm desperate and in a "gotta have that now!" mood for something unavailable anywhere then I can chuck a square of wood into the rotary axis of my CNC. It'll make one any diameter up to the dimension of the square.  Or I can make elliptical or hex or octagon or egg shaped or almost any closed shape I can draw within the dimension of the wood block I started with. 

That said I am continually impressed with the ingenuity of woodworkers to find yet another way to make dowels.
