The gutters are installed with screws and ice can build up in and over the gutter, the fascia boards with nails would be the weak link.  Other possibility is a leak rotted the ends of the rafters weakening it.  I would remove the soffit pieces for inspection.  If all is well with the rafters  you could get some, strong ties, and screw them to the fascia and rafters to hold them in place.  If you need longer pieces get rafter ties and bend one end to form an angle.  That would leave the gutters and fascia trim in place.

I haven't fixed the problem yet, but I do know the reason for the problem.  @HandyDan, your concerns are correct.  The fascia board had moved away from the rafter tails ~ 1+".  Answer me this.  Why?  Sorry,  I do not have any pics of the gap between the rafter rail and the fascia board.  There are numerous nails holding the fascia board to the rafter tail and there are nails holding the roofing (shingles & 1/2" ply) which did go through the fascia bd which now do not.  I used a pipe clamp and pulled the fascia back into place.  When I removed the clamp, the fascia board sprung back out.  It looks like the only viable solution is to remove the +32 ft guttering, remove the AL fascia trim, re-tack the fascia bd and put the AL trim and guttering back onto the house.  The gutter is held every 24" with brackets.   I do not know what to do with the nails that pulled from the 1/2" plywood and shingles.  Perhaps, I can cut them off with a multi-tool.  Looking for  simple suggestions.  thanks

I'm here to say "done" and it took less than a year.  Hurray! (Not my house) The soffit pulled down far enough that I was able to see where the roof trusses were located.  With some luck and help from my son and wife, I was able put a centerline mark on the inside of the gutter, drill a pilot hole, using a 30" squeeze clamp, moved the facia board back to end of the trusses (while my son and wife where adjusting the soffit back into the proper location, and then drive a decking screw through the guttering/facia trim/ 3/4" facia board, and into the end of the truss.  Did this along six trusses.  Felt good to have that one off the list.   Danl
