    I understand the frustration with potential employees staying home because they got $600 a week to do so, but it could be looked at as a sort of insurance policy.  That $600 also allowed them to avoid potential areas of Covid infection and remain healthy by self-isolating.  Not much consolation when you really need the part, but maybe it softens the blow somewhat.
