Those series of notches either allowed for some type of repeatable depth setting or some type of gauge depth marker.

Dad used to use three notches to mark all of his tools.   Maybe 7 was the owner's.

 

The "tang" isn't worn enough to have been used too long....Had a Mag Trowel that was worn to a knife's edge from use,,,

aaaaaaaaaaaaaaaaaaaaaaaaat first look I thought it was one of those 7 shot bb gun loaders,where you line up 7 bb's then tip it up and they roll into the magazine.

For repair work, getting the mortar into the cleaned out joints, tuckpointing, notches are for a better grip with the fingers.

My father took a beginner taxidermy class 50 years ago and the tool kit he purchased for that class had one of these.  Not sure of its exact use though
