Looks like a winder-upper for something that is windered-down.

Looks like a big pencil sharpener. Tool for rounding off the end of dowels. Maybe for pegs in old furniture joinery or construction.

It's a brake shoe hold down spring washer tool.  Someone modified it to fit behind an axle flange that was in the way of going straight in.  I did one for a forklift one time but don't have it now.
