192-4  10″ long, weighs about 5 pounds, when the handle is pushed down it acts as a lever to raise the small round part about 3/32″.

I am thinking some kind of iron or press. The last photo does not seem to fit as it has a much more ornate handle and different metal.Looks like leather on the bottom so not an iron. Could be a mold and the handle is to eject the formed item.

Thanks for that Gerald, removed, it was another What's It.

My WAG is that it is a locking mechanism for a machine operation.  Part being machined or stamped is inserted into the machine.  This is inserted and the handle is pushed down raising the keyed disc into a mating keyed slot locking it in place.  The operation takes place, the handle is raised to unlock and removed and finished piece is removed. 

Kinda looks like a slot punch of some sort but the edges aren’t sharp.  This is a tough one.  I am intrigued by the label on the edge.  Net Weight 2.77 pounds.
