Actually, I guess this belongs in CNC? I just found more information about this man and his sells his digital files for laser cutting the parts I think?

What it needs is a motion detect switch to start a motor to run it, and it should make a sloshing wave sound.  ;)

I had a student make a similar project, although it was a waving field of wheat with farm animals jumping through it. A classic small wind turbine would make it move if you had it outside where the wind would hit it.  This was 3 decades or so ago.
