Carpet beater.

Replacement tail for a beaver.  Cut handle to size to fit.

It's a thresher.  Used on grain stalks, just before winnowing.  I'd look for hieroglyphics it's old enough to be from the time of the Pharaohs.

Think you got it . it was labeled wheat cutter.
