They didn't get them straight so it can't look good on the inside either.

It looks like both windows are on the same plane.  I'm guessing the building sagged, so they leveled the floor and installed the windows level with the floor. Doubt it would meet codes requirements.

codes?  no codes in Russia!! in Russia, the building submits to the owner.  the owner does not submit to the govt!!

No windows to replace in old opening.   You take what IS available and work it to fit.   Makes sense to me.  -_-
