When erecting a scaffold for work on the side of a structure. What is the most important factor to be used that will assure a safe walk way at all times?

Securing it to the side of the structure?

Side rails and block the wheels.

 

Secure the walking planks from shifting or tipping?

Scoffold must be level or pretty darn close.  Scaffold starts from the base (floor/ground) up.  Safe blocking at the base to bring it to level or adjust the wheel inserts to do the same.

Have them erected by some one who knows what they are doing.

A big fat BINGO for all as one can not be too safe when working on a scaffold. We were working on a building on the State Fair ground in Columbus, Ohio and the scaffold was three bucks high and while moving it to another location it dropped into a depression in the floor of only 1 1/2" and the entire scaffold came crashing down. It was a good thing the no one was riding on top as it was being moved.
