Does the locking cam lever, for the tail stock, lift up or push down to tighten the tail stock?

Oh yea the lathe is fine, still the drilling is a bit of an issue, when you lock the tailstock down just before drilling, it doesn't lock down at the same angle every time, so if you try drilling all the way through you have major heat issues which can split the blank or you have misalignment's if you don't drill straight through.  I'd still love to have a drill press, but I cant afford 200+ for one and even then where to put it becomes an issue.

On my Delta lathe, the lever lifts up. I have to be very careful to pull the lever straight up or the tail stock will shift slightly to the side. My thought was that pushing down might not cause the same problem, but maybe it does, from what you are saying.
