Exactly, the inside caliper function is well known, but what is the extra fold out piece of steel for? What is the purpose of this caliper, and what is it called? Set it to the hole size, reduce the caliper with that leg, Once it fits in the hole small cuts can be taken until it reaches the set diameter. Could also be used to measure a groove cut inside a bored hole maybe for an O-ring seat. Lots of odd out there.
