The MWTCA only accepts a verified source to support your answer, so one should be submitted with your answer, such as a patent, catalog entry, tool book reference, or a respectable website on the subject. Do not let these requirements prevent you from having fun and submitting educated answers on the subject without verification, we can worry about references later. All answers are welcome, as well as healthy debates regarding "What's It". Looks like the pivot end of a tool and the business ends were pressed onto the serrated ends which are missing. They appear to completely close making them useless for anything other than a knuckle buster. steven newman Posted August 2, 2019 Report Share Posted August 2, 2019 Wire winder...there is a "feeder" hole going through the block on the leg closest to the camera....pass the wire through, give the tool a few turns, and the wire end goes onto a terminal...How big a loop is set by how wide the legs are spread....Then, to release the "coil" just close the legs back up.
