How'd you do the swivel "back to center" thing?

There are two types of chair swivels

1) those that are flat and just go round and round

2) those that have a slight tilt, rotate only so far in each direction and return to zero.

I am confused. I thought that he was talking about a swivel that rotates back to zero not a seat that tilts back to level. I have never heard of the former, a swivel that would rotate the seat back around to facing the counter after a person got off.
