When the government allowed their data base to be hacked a couple of years ago they got all of my security clearance information...probably right down to what color the safety pin heads were that my mother used on my diapers. My CC number changes every couple of years, because they can't keep the information from being hacked either. As for the bank accounts, good luck...I don't even know those numbers...I have to look them up occasionally. Please see images and explanation below. @Cal was onto it first, then @schnewj nailed it pretty much. Quote Hey John! I have an update for one of the tools that you featured a while ago but was not identified. One of my tool collector friends was able to identify the tool in the attached image, turns out that it's a wire twister for making picket fences. The two wheels are not pulleys but serve to keep the wire in the correct position. The attached patent shows a device that can twist five pairs of wire at the same time so that you could quickly make a fence, they would twist the wire, then add a new slat, then twist the wire again, add another slat, then continue in this manner for the length of the fence. Our tool could be used to make the same kind of fence, but you would have to use five of our wire twisters, as seen in the modified patent drawing. When you would twist the wires you would want to alternate the direction of the twist after each slat so as to not get the wires twisted behind you. Seems like it would be cumbersome when making a five wire fence but might work well when making them with just two or three pairs of twisted wires. I checked the Smith "Fencing Tools" book and did some patent searching, but have not been able to find a reference to prove this is a fence making tool, though I believe this is the correct answer.
